<P>PROBLEM TO BE SOLVED: To easily manufacture an annular ring, a rotating duct, and a shroud allowing the use of any metallic and non-metallic materials even if their diameters are several kilometers and having desired strength. <P>SOLUTION: In the method of manufacturing a annular ring, a rotating duct, and a shroud used for a rotary blade supplied for flight and a wind power generator utilizing peripheral velocity, a metallic, ceramic, thermet, fiber, or synthetic resin sheet band with a thickness of 0.01 to 5 mm or a rubber or silicone sheet band with a thickness of 0.1 to 50 mm is wrapped around a giant winding wheel at least two or more turns. When they are made of a metal, ceramic, thermet, fiber, or synthetic resin, the radial thickness of a vertical plate part is 2 mm or thicker, and when they are made of a metal, ceramic, thermet, fiber, synthetic resin, rubber, or silicone, it is 4 mm or thicker.
