PROBLEM TO BE SOLVED: To inexpensively provide a backup device capable of quickly performing opening operation by coping with defective operation caused by clinker lump at an ash gate of a clinker hopper. SOLUTION: This opening and closing device of the clinker hopper ash gate comprises the ash gate 2 for discharging the clinker accumulated in the clinker hopper 1, a pressure cylinder 3 for opening and closing the ash gate 2, and an operating water supplying mechanism for supplying the operating water to an opening operation chamber 4a of the pressure cylinder 3, and further a high-pressure water supplying mechanism is disposed to supply higher-pressure water than the operating water switchably for the operating water, to the opening operation chamber 4a of the pressure cylinder 3.
