PROBLEM TO BE SOLVED: To provide a winder capable of correctly measuring the feed even when feeding a web of high quality to be easily damaged such as cast coated paper, and preventing damage or breakage of a surface of the web. SOLUTION: The winder re-winds a web W wound around a re-winding roll 1 to a product roll 2, and has a feed measurement unit 10 which is provided between the re-winding roll 1 and the product roll 2 to measure the length of the web W to be fed from the re-winding roll 1 to the product roll 2. The feed measurement unit 10 has a measurement roller 15 disposed to hold the web W between a guide roll 4 to guide the web W and itself, and an urging means to press the measurement roller 15 against the guide roll 4, and a urethane rubber layer 15b is formed on an outer circumferential surface of the measurement roller 15.
