APPARATUS AND METHOD FOR OUTER LOOP POWER CONTROL IN MOBILE COMMUNICATION SYSTEM

An apparatus and a method for outer loop power control in a mobile communication system are provided to estimate a channel state even when a frame which does not include data is received, thereby controlling a target SIR(Signal to Interference Ratio). An apparatus for outer loop power control in a mobile communication system comprises the followings: a frame receiver(100) which receives an uplink frame from a base station; a frame determiner(120) which determines whether the received frame is a data frame including data or an empty frame which does not include the data; a CRC(Cyclic Redundancy Check) tester(104); a record memory unit(108); an outer loop controller(106) which estimates a change of a channel state in case the empty frame is received by using frame information of the received frame and previous frame information stored in the record memory unit and controls a target SIR(Signal to Interference Ratio); and a target SIR transmitting unit(110).
