PROBLEM TO BE SOLVED: To realize high-security-level authentication of a user of a plurality of terminals in a simple manner. SOLUTION: By associating with authentication information of an authentication medium, an authentication information file 4 stores identification information of a first terminal to allow log-in, user identification information, an encryption key unique to the first terminal, identification information of a second terminal allowing the log-in, user identification information, and an encryption key unique to the second terminal. A transmission and reception means 6 receives the authentication information and authentication request information from the network-connected first terminal. An authentication means 5 retrieves the information file 4 by using the authentication information as a key, and encrypts the user identification information. When allowing an authentication request, the transmission and reception means 6 transmits the identification information of the first terminal specified by the authentication means 5, the encrypted user identification information which is associated with the first terminal, the identification information of the second terminal, and the encrypted user identification information which is associated with the second terminal.
