A filter and a plasma display device using the same are provided to improve a bright room contrast by attaching an external ray blocking sheet on a front surface of a panel. A filter for a plasma display device includes a base substrate, an EMI shielding layer(430), and an external ray blocking sheet(440). The EMI(ElectroMagnetic Interference) shielding layer is formed on one side of the base substrate. The external ray blocking sheet is formed on the other side of the base substrate. The external ray blocking sheet includes a base portion and plural pattern portions. The pattern portions are formed on the base portion and have refractive indexes which are smaller than the refractive indexes of the base portion. The filter includes an anti-reflection layer which is formed on the EMI shielding layer which has a mesh shape.
