A plasma display panel is provided to decrease a manufacturing cost, while preventing an insulation breakdown of an electrode, by adjusting a thickness of a fluorescent layer between 10 and 50 mum. A plasma display panel includes substrates(101,111), electrodes(102,103,113), and a fluorescent layer(114). The electrodes are formed on the substrate. The fluorescent layer is formed on the substrate to cover the electrodes. A thickness of a portion of the fluorescent layer, which covers the electrodes, lies between 10 and 50 mum. The fluorescent layer is laminated on the substrate, on which the electrodes are formed. A dielectric layer is omitted from the fluorescent layer and the electrode.
