PROBLEM TO BE SOLVED: To provide a cosmetic composition improving a stiff feeling after drying and weakness of conditioning effects during rinsing, imparting smooth and light finger combing and a dry feeling when used as a hair cosmetic, eliminating a stretched feeling toward skin and exhibiting excellent effects as a conditioner improving greasiness and sliminess when formulated with a skin detergent. SOLUTION: The cosmetic composition comprises (A) a cation-modified xyloglucan polysaccharide prepared by introducing a specific quaternary nitrogen-containing group into a xyloglucan polysaccharide which is a nonionic water-soluble polymer having glucose as a main chain and xylose and galactose as a side chain, (B) an anionic surfactant and (C) an amphoteric surfactant.
