<P>PROBLEM TO BE SOLVED: To provide a technique capable of improving efficiency of assembling work of an exhaust emission control device for an internal combustion engine. <P>SOLUTION: The exhaust emission control device 1 is formed by winding a retaining mat 5 made of ceramic fiber sheet around a side face of a filter 3 serving as an exhaust emission control element and in this state, press-fitting the filter 3 into a hollow part 7a of a case 7.
