A seismic base isolation support apparatus 1 comprises: a multilayer body 4 that is formed by alternately stacking an elastic layer 2 and a rigid layer 3; a cylindrical body 7 that is disposed on a hollow part 6 of the multilayer body 4; an outer peripheral protective layer 9 that covers an outer peripheral surface 8 of the multilayer body 4; an upper attachment plate 11 and a lower attachment plate 12 that are coupled via bolts 10 to the uppermost rigid layer 3 among the rigid layers 3 and the lowermost rigid layer 3 among the rigid layers 3; a shear key 15 that is fitted into a concavity 13 in the uppermost rigid layer 3 and a concavity 14 in the upper attachment plate 11; and a shear key 18 that is fitted into a concavity 16 in the lowermost rigid layer 3 and a concavity 17 in the lower attachment plate 12.
