<p><P>PROBLEM TO BE SOLVED: To provide an IP telephone exchanging system for realizing labor saving on management and proper load dispersion. <P>SOLUTION: The IP telephone exchanging system includes an IP telephone exchanger and at least one IP telephone terminal having an allotted IP address and stored in the IP telephone exchanger. This system includes an IP address allotment device provided apart from the IP telephone exchanger for transmitting setting information, which includes allotment IP address and terminal certification information, to the IP telephone terminal. In the IP telephone terminal, the allotment IP address included in the setting information is set as self IP address.
