PROBLEM TO BE SOLVED: To provide a shift control device and a shift control method for a twin clutch type transmission eliminating a preparation period before changing of both clutches, reducing a load of a synchronizer, and providing quick synchronization. SOLUTION: The shift control device for the vehicular twin clutch type transmission is composed such that it is provided with a pre-shifting state determining means 31 for determining whether the transmission is in a pre-shifting state, and a pre-shifting control means 32 for setting one friction clutch transmitting torque to an engine of two friction clutches in a minute slip state, and maintaining the other friction clutch at a capacity capable of transmitting minute torque, if it determined that the transmission is in the pre-shifting state by the pre-shifting state determining means 31.
