PROBLEM TO BE SOLVED: To provide an energy conversion system, without deteriorating workability, when an operation speed of an actuator changes, even when a battery becomes a full charge state. SOLUTION: This energy conversion system has an orifice control valve 6 arranged in a passage 4 forming the return side when inertia energy and potential energy act on the actuator 1, a pilot pressure control valve 17 controlling the orifice control valve 6, and a controller C controlling the pilot pressure control valve 17, and is constituted so that the controller C keeps the orifice control valve 6 in a free flow position 6a by controlling the pilot pressure control valve 17, when inputting any of a signal of supplying a pressure fluid from a pump P to the actuator 1 via the passage 4, a full charge signal from a capacitor sensor 23 and a fail signal from a fail-safe sensor 24, and keeps the orifice control valve 6 in an orifice flow position 6b by controlling the pilot pressure control valve 17, when inputting a signal of returning a return fluid to a tank T via the passage 4.
