PROBLEM TO BE SOLVED: To efficiently dissolve gas in gas-liquid two phase fluid into liquid in a gas dissolving device 10 filled with fill members 27, 28 in a casing 11 and composed to introduce the gas-liquid two phase fluid into the casing 11. SOLUTION: The gas dissolving device 10 is provided with the cylindrical casing 11 formed with an inflow port 13 at one end receiving fluid and an outflow port 14 discharging the fluid at the other end. In the casing 11, for the purpose of disturbing fluid flow, multiple first fill members 27 are filled, and multiple second fill members 28 smaller than the first fill members 27 are filled in the downstream side of the first fill members 27.
