PROBLEM TO BE SOLVED: To achieve space-saving, cost-saving, improvement in installation difficulty, safety and operability, and to solve difficulties in cleaning and maintenance. SOLUTION: The rotary shifter includes a rotary shaft 4 comprising an outer hollow rotary shaft 40 laterally arranged in a supply processing chamber 20 and an inside center shaft 41 coaxially formed inside the outer hollow rotary shaft 40, a screw feeder 5 attached to the rotary shaft 4 in the supply processing chamber 20, and a stirring blade 6 attached to the rotary shaft 4 in a sieve processing chamber 30. A bearing 8 is provided between the inner diameter surface 53 of the outer hollow rotary shaft 40 and the outer diameter surface 42 of the inner center shaft 41, and the rotary speed per unit time of the outer hollow rotary shaft 40 is set lower than the rotary speed per unit time of the inner center shaft 41.
