<P>PROBLEM TO BE SOLVED: To provide an exhaust emission control device of an internal combustion engine wherein resistance to exhaust emission can be reduced, while a reducing agent is being dispersed. <P>SOLUTION: A dispersion plate 5 is installed in an exhaust path 2 of the internal combustion engine, and the reducing agent is allowed to collide with it to be dispersed in the exhaust gas. The direction of the plate thickness of the dispersion plate 5 is made almost orthogonal to the direction of the exhaust-gas flow. Each face 52 having an area wider than thickness of the plate is disposed at two or more positions which are radially and axially deviated in the exhaust path 2.
