A radio resource mapping method and a transmitter using the same are provided to arrange data in a resource area as maintaining the high reliability. A resource allocation mapper(110) assigns data symbols to a time-frequency resource area. A DFT(Discrete Fourier Transform unit)(120) performs the DFT for the inputted data symbols to output frequency-region symbols. A frequency region mapper(130) assigns the input signals to each subcarrier. An IFFT(Inverse Fast Fourier Transform) unit(140) performs the IFFT to output a transmission signal. A radio frequency unit(150) converts the inputted symbols into analog signals.
