PROBLEM TO BE SOLVED: To provide an image decoding apparatus which can decode a plurality of bit streams encoded by the use of inter-viewpoints prediction and can determine an image which should be referred by each channel.

SOLUTION: The image decoding apparatus 100 includes an image decoding part 120 to decode encoded bit streams 110 and 111 to generate a first decoded image signal and a second decoded image signal, and a frame memory 170 for storing the first decoded image signal and the second decoded image signal. The image decoding part 120 refers to the first decoded image signal and the second decoded image signal to decode the encoded bit stream 111. The image decoding apparatus 100 also includes a control part 130 to refer to a first control information for locating an area in a frame memory 170 in which the first decoded image signal may be stored and notify the image decoding part 120 of the area in the frame memory 170 in which the reference image to be referred at the time of decoding of the encoded bit stream 111 is stored.
