PROBLEM TO BE SOLVED: To circumvent or alleviate a frequency channel interference which is generated between cells of each wireless base station while allowing wireless stations to be arbitrarily established and arbitrarily disestablished. SOLUTION: A concentrated control station 1 receives a CIR list in each combination of communicable wireless stations 2 in each mobile station 3. Based on the list of each mobile station 3, the concentrated control station 1 estimates a possibility of the interference between the cells of each wireless station to assign frequency channels based on the result estimated.
