PROBLEM TO BE SOLVED: To provide an information recording/reproducing apparatus capable of effectively using the storage capacity of a recording medium and satisfying the requirement of high image quality by a user. SOLUTION: The information recording/reproducing apparatus 100 has a configuration provided with a TV receiving unit 101 for acquiring moving picture information provided by a broadcast wave; an information extracting unit 107 for acquiring characteristic information indicating the characteristic of the moving picture information provided; a recording rate deciding unit 110 for setting a recording rate indicating the information amount recorded per unit image information when recording the moving picture information into a data storing unit 106 on the basis of the acquired characteristic information; and a system control unit 115 for causing the data storing unit 106 to record the acquired moving picture information according to the recording rate which has been set.
