A low noise hydraulic breaker is provided to cut off the noise occurring on a hydraulic breaker quickly and simply, to cut off the noise leaking to the lower part of a chisel without replacing an upper packing and a lower packing, and to maximize the service life of an upper packing and a lower packing. A low noise hydraulic breaker comprises a hydraulic cylinder installed to the inside of bracket assemblies(21) and connected to an accumulator to be controlled by the accumulator, a piston installed to one side of the hydraulic cylinder and operated together with the hydraulic cylinder, a chisel(29) installed to make one end located in a driving room of the piston and the other end located in the outside of the bracket assemblies and driven by the piston, upper bushes and lower bushes installed to the upper and lower circumferences of the chisel and the inner circumferential surfaces of the bracket assemblies respectively to support the chisel and to guide the reciprocation of the chisel, upper packings(34) and lower packings(36) coupled to the inner circumferential surfaces of the upper bushes and the lower bushes respectively and adhered closely to the circumference of the chisel to prevent the leakage of noise occurring on the driving room to the lower part of the chisel via the space between the inside of the upper bushes and the lower bushes and the outer circumferential surface of the chisel, an upper packing pressurizer connected to the upper packings and pressurizing the upper pakings to the circumference of the chisel, and a lower packing pressurizer connected to the lower packings and pressurizing the lower packings to the circumference of the chisel.
