An extract of a mixture of herb medicines is provided to show excellent hair growth, hair loss preventing effect, antibacterial, anti-inflammatory, anti-itching, and scalp and hair moisturizing effect without inducing any side effect such as skin irritation. A cosmetic composition for scalp and hair comprises an extract of a mixture of herb medicines consisting of 1-5 parts by weight of Angelica gigantis radix, 1-5 parts by weight of Psoralea corylifolia, 1-5 parts by weight of Thuja Folium et Ramulus, 1-5 parts by weight of Eclipta prostrata, 0.5-6 parts by weight of Lycium chinenses Mill., 0.5-6 parts by weight of Rubus Coreanus, 0.5-6 parts by weight of Mori Cotex Radicis, 0.5-6 parts by weight of Rehmanniae Radix Preparata, 0.5-6 parts by weight of Ligustrum japonicum, 0.5-6 parts by weight of Polygonum multiflorum, 0.5-6 parts by weight of black sesame, 1-20 parts by weight of Sophora flavescens, 1-20 parts by weight of Angelica dahurica, 1-20 parts by weight of Leonurus sibiricus, 0.5-4 parts by weight of Salvia miltiorrhiza, 0.5-4 parts by weight of Persicae Semen, 0.5-4 parts by weight of myrrh, 0.5-4 parts by weight of Chrysanthemum indicum, 0.5-4 parts by weight of frankincense, 0.5-4 parts by weight of ginseng, 0.5-4 parts by weight of Cnidium officinale, 0.5-4 parts by weight of Albizzia julibrissin and 0.5-4 parts by weight of Corydalis turtschaninovii, wherein the extract is obtained by using a solvent such as water, ethanol, glycerin, butylene glycol and propylene glycol. Further, the composition is a form selected from a group consisting of lotion, cream and shampoo.
