<p><P>PROBLEM TO BE SOLVED: To provide a pay parking lot operation management system, allowing a fee to be paid later by a user while reducing the facility investment of a parking lot operator. <P>SOLUTION: A center 1 consolidates system operation and management related to a main system other than facilities mainly operated by a cellular phone operator company 4, the system operation and management mainly including recruitment and operation consignment contract of a parking lot operation manager 2, recruitment and registration of user 3 and registration data management, management of use data exchanged between the user 3 and the center 1 when a parking lot is used and collation of the data, and management of an attendant 7.
