<p><P>PROBLEM TO BE SOLVED: To execute communication from a normal terminal, when an unauthorized terminal becomes a normal terminal. <P>SOLUTION: A packet collection section 51 collects an ARP request packet including transmission source terminal information sent from a transmission source terminal and a communicating party terminal information. A terminal registration information storage section 42 stores registration information indicating the normal terminal in advance. An inquiry result cache section 43 correlates the transmission source terminal information included in the ARP request packet collected by the packet collection section 51, the communication party terminal information, and a determination result on whether the transmission source terminal indicated by the communication party terminal information is the normal terminal for holding.
