PROBLEM TO BE SOLVED: To provide a refrigerant throttle valve in which the throttling quantity can be converted easily at the time of cooling and heating simply through reciprocation intersecting the axis of a rotor. SOLUTION: In the refrigerant throttle valve of a cooling and heating unit, throttling action is exhibited by abutting one or the other side of a rotor 13 against the opening face of a first or second refrigerant inlet/outlet 14 or 15 through movement of a rotor 13 in one or the other direction in a rotor containing chamber 12, thereby interconnecting the first refrigerant inlet/outlet 14 and a small diameter refrigerant throttle hole 16, or by interconnecting the second refrigerant inlet/outlet 15 and a large diameter refrigerant throttle hole 17 and introducing refrigerant, introduced into the rotor containing chamber 12 from the second refrigerant inlet/outlet 15, through a refrigerant conduction hole 18 into the small diameter refrigerant throttle hole 16 and discharging it from the first refrigerant inlet/outlet 14, or by introducing refrigerant, introduced into the rotor containing chamber 12 from the first refrigerant inlet/outlet 14, through the refrigerant conduction hole 18 into the large diameter refrigerant throttle hole 17 and discharging it from the second refrigerant inlet/outlet 15.
