PROBLEM TO BE SOLVED: To communicate effective encrypted data by encrypted data communication apparatus 1, 2. SOLUTION: Data processing means 13, 22 execute a process adapted to an encryption system for encrypting all or part of fixed-length bit streams corresponding to a header and user data contained in a compressed stream of data under communication, and data communication means 14, 21 communicate encrypted data. The data processing means 13, 22 insert specified codes in non-encrypted parts of an application data contained in the compressed stream, and execute a process adapted to a system using the codes as all or part of synchronizing codes.
