PROBLEM TO BE SOLVED: To provide a developing device and an image forming apparatus, capable of performing stable toner electrification over a long term while restraining consumption of charged particles. SOLUTION: The developing device 34 is equipped with: a first conveying member arranged at the aperture part of a developing tank in which two-component developer 2 is stored; a second conveying member opposed to the first conveying member and also opposed to an electrostatic latent image carrier; a first electric field forming means configured to form first electric field between the first conveying member and the second conveying member and move toner 6 in the developer held by the first conveying member to the second conveying member; and a second electric field forming means configured to form second electric field between the second conveying member and the electrostatic latent image carrier and develop an electrostatic latent image to be a visible image by moving the toner held by the second conveying member to the electrostatic latent image on the electrostatic latent image carrier. The developer further includes the charged particles electrified to have a reverse polarity to the electrification polarity of the toner by triboelectrification with the toner, and the second conveying member has a surface electrified to have the reverse polarity to the electrification polarity of the toner by the triboelectrification with the toner.
