PROBLEM TO BE SOLVED: To realize the reduction of cost by a simple constitution and to keep a diluted solution to the same prescribed quantity every time. SOLUTION: A dilution part 120 includes a supply pump 1212 for sending out the diluted solution to a supply nozzle 1214 for supplying the diluted solution to a dilution pot 1231, a suction nozzle 1222 provided with a suction orifice for sucking the diluted solution in the dilution pot 1231 and arranging the suction orifice to the height becoming a prescribed water level to which the diluted solution in the dilution pot 1231 is set, a discharge pump 1221 for discharging the diluted solution from the suction nozzle 1222, a sensor 1215 provided at a predetermined position higher than the height of the prescribed water level provided with the suction orifice of the suction nozzle 1222 and sensing the water level of the diluted solution in the dilution pot 1231 supplied from the supply nozzle 1214 and a dilution control part for controlling the stop of the operation of the supply pump 1212 and the start of the operation of the discharge pump 1221 when it is sensed that the diluted solution in the dilution pot 1231 reaches the predetermined position by the sensor 1215.
