The present invention relates to a webtoon service speed increasing system and a method thereof which minimize a download delay experienced by a webtoon user to increase a webtoon service speed. The webtoon service speed increasing system according to the present invention comprises: a webtoon management server which receives and registers service setting information from a webtoon provider who requests for a webtoon transmission service, and provides the service setting information to at least one local caching device; and the at least one local caching device which collects and stores webtoons transmitted through a network according to a caching policy, and transmits the stored webtoon to a terminal device on behalf of a webtoon provider, wherein the local caching device manages the webtoons of the webtoon provider who requests for the webtoon transmission service according to the service setting information. |
