<P>PROBLEM TO BE SOLVED: To provide: an optical control plate, more stably restraining uneven luminance; a surface light source device; and a transmission type image display device. <P>SOLUTION: In this optical control plate 40, incident light from a first face 40a can be emitted from a second face 40b. A plurality of projecting parts 41 extending in a first direction and juxtaposed in a second direction orthogonal to the first direction are formed on the second face. When an axis passing both ends of the projecting part with respect to the second direction is taken as an x-axis in a section orthogonal to the first direction of the projecting part, and an axis passing the centers at both ends on the x-axis and orthogonal to the x-axis is taken as a z-axis, an contour shape z(x) of the projecting part in the section satisfies equation (1): 0.95×z<SB>0</SB>(x)≤z(x)≤1.05×z<SB>0</SB>(x), wherein z<SB>0</SB>(x) is expressed by equation (2).
