This user terminal is provided with a control unit which, from multiple cells operated at different frequencies, selects a target cell to be used as a serving cell, and a receiving unit which, from the present serving cell, receives a re-selection request signal for requesting the re-selection of the target cell. The control unit re-selects the target cell in response to receiving the re-selection request signal.
