PROBLEM TO BE SOLVED: To autonomously perform optimum setting of transmission power of an interrogation signal by comprehensively considering the positional relation between a transponder and an interrogator, the transmitting and receiving performances of the both, status of actual radio wave interference due to a fouling material etc., and so on. SOLUTION: It is determined whether or not an response signal is returned, while gradually increasing transmission power of an interrogation signal to be transmitted to a passive type transponder from a minimum power to a predetermined power. When it is determined that an response signal has been returned, the subsequent transmission power of the interrogation signal is maintained at a value obtained at the determination, or a value obtained by performing an operation with respect to the value at the determination.
