PROBLEM TO BE SOLVED: To interpolate an excellent motion compensation frame image by preventing an interpolation frame image from being distorted. SOLUTION: A moving amount between inputted consecutive frame images is extracted and the extracted moving amount, a present frame image and a preceding frame image are used to generate first and second motion compensation frame images, respectively. A differential component between the first motion compensation frame image and the second motion compensation frame image is extracted. The first motion compensation frame image and the second motion compensation frame image are approximated under high moving amount extraction accuracy so that the differential component is small but if the moving amount extraction accuracy is low, the differential component becomes greater. The first motion compensation frame image and the second motion compensation frame image are composed to generate a motion compensation synthetic frame image. An inputted frame image and the motion compensation frame image are outputted while being switched based on the extracted moving amount and differential component.
