PROBLEM TO BE SOLVED: To provide an additional service for electronic mail completely without depending on a mail server. SOLUTION: A mail server 1 offers a service of using an SMTP to receive mails sent from a user terminal 5 and another mail server 6 and to distribute the mail to the other mail server 6 or to store the mail in a mailbox 7. An electronic mail substitution apparatus 2 is installed on a pre-stage of the mail server 1, substitutively receives mail sent to the mail server 1, executes control for enabling a mail sender or a mail recipient to determine an additional service under a utilization contract and for relaying mail to additional service servers 3-1 to 3-n for providing the determined additional service, and transmits mail to which the additional service is completely applied, to the mail server 1.
