PROBLEM TO BE SOLVED: To provide an image recognition device for identifying an event to be generated due to a small animal, and for realizing highly reliable monitoring. SOLUTION: A changing region extracting part 22 in an image processing part 6 detects a changing region to be generated according to a moving object in a monitor image from an image pickup part 2. A human attribute value calculating part 26 calculates a human attribute value showing the likeness of human for the changing region, and a small animal attribute value calculating part 28 calculates a small animal attribute value showing the likeness of a small animal. The small animal has such behavioral characteristics that it crawls on a wall or beam, and an image at that time has such characteristics that the consistency of the direction of the edge of a background image and the moving direction of the changing region is high, and the small animal attribute value is calculated based on those characteristics. When the small animal attribute value is high, the human attribute value is corrected into a low value, so that erroneous report due to the small animal is suppressed. COPYRIGHT: (C)2006,JPO&NCIPI
