To provide a data arrangement configuration for ensuring a seamless reproduction of contents having a segment portion containing a plurality of pieces of different variation encoding data. As to the contents having a segment portion composed of encoding data of different variations, to which individual segment keys are applied, and a non-segment portion as the encoding data, to which a unit key is applied, the arrangement of the segment data and the data of the non-segment portion configuration is determined such that the maximum jump distance to be executed at the reproduction processing may be a preset maximum jump distance or less. The data arrangement is determined on the basis of the jump distance considering a seek time, an ECC block processing time, a sequence key using time or a key switching time, and so on.
