PROBLEM TO BE SOLVED: To provide a cooling system (204) used for a steam turbine (200). SOLUTION: The cooling system includes a saturated steam source and a pressure controlling device (268) coupled to the saturated steam source so as to fluid-communicate therebetween. The pressure controlling device allows to form a superheated steam (284) by lowering a pressure of the saturated steam (274). In addition, the pressure controlling device is configured so that it is coupled with the steam turbine so as to fluid-communicate therebetween to supply the superheated steam to the steam turbine.
