PURPOSE: A lead storage battery recycling device is provided to prevent deterioration of a lead storage battery, to enable a driver to easily check output voltage of a car battery, and to have long service life by recycling a lead storage battery. CONSTITUTION: A lead storage battery recycling device comprises a carrier wave generator(13) which produces low-current RF impulses, a detector(14) which detects the movement of an alternating current generator(30), and a controller(15) which operates the carrier wave generator with the movement of the alternating current generator detected by the detector. In the input and output terminals of the carrier wave generator, a filter is included, wherein the filter removes harmonic noises contained in input/output signals of the carrier wave generator.
