PROBLEM TO BE SOLVED: To select a suitable SCell when performing carrier aggregation with the use of an SCell using an unlicensed band.SOLUTION: A communication method for performing carrier aggregation with the use of a PCell using a licensed band and an SCell using an unlicensed band includes: an estimation step of estimating difference between communication quality between a primary base station 1 and a communication device 3 and communication quality between a secondary base station 2 and the communication device 3 for each of a plurality of secondary base stations 2; and a determination step of determining a secondary base station 2 which performs carrier aggregation among the plurality of secondary base stations 2 on the basis of the difference estimated for each of the secondary base stations 2.SELECTED DRAWING: Figure 2
