The present invention relates to a method and an apparatus for processing a video. According to the video processing apparatus, the apparatus provides: a picture determining unit for analyzing a video signal to divide a picture by encoding unit; a converting unit for performing prediction encoding by the encoding unit and converting a residual signal according to the prediction encoding; a quantizing unit performing quantization for the residual signal; and an entropy encoding unit for performing entropy encoding for the quantized signal to output. The picture determining unit divides the picture according to the sum of absolute difference of a motion vector for the entire encoding unit, the sum of absolute difference of the motion vector for the divided encoding unit, and a threshold value.
