Provided is an electromagnetic steel sheet with an insulating film, the sheet having both excellent blankability and chalking resistance without the insulating film comprising a chromium compound. This electromagnetic steel sheet with an insulating film, which has an electromagnetic steel sheet and an insulating film formed on said electromagnetic steel sheet, is characterized in that: the insulating film containing Si and an organic resin that is present as particles; the mean primary particle diameter of said organic resin being not more than 1.0 µm; and of the primary particles of said organic resin, the proportion of primary particles that are aggregate particles being 5% to 50%.
