PURPOSE: A power-up circuit is provided, which does not flow in a substrate bias voltage terminal and decreases a number of transistor for decreasing a layout size. CONSTITUTION: The power-up circuit comprises: an initial unit (10) for initializing a first node as a certain level when power is on, wherein the initial unit (10) has a MOS capacitor to be connected between the first node and the power supply terminal; a control means (40) having a first control unit (42) and a second control unit (44) for controlling a level transition of the first node according to whether a certain time of pumping operation is over; and a power-up signal generating unit (20) for combining the signal of the first node and a pumping start signal and outputting the power-up signal. Therefore, a number of a transistor needed in circuit composition can to be decreased and the layout size can to be decreased.
