PROBLEM TO BE SOLVED: To produce a photocatalyst comprising titanium dioxide having a high content of an anatase type crystal structure. SOLUTION: A photocatalyst is produced by a first process for reacting a titanium alkoxide with a polycarboxylic acid, a second process for adding a polyol and a polyamine or either one of them to the reaction product of the titanium alkoxide and the polycarboxylic acid and a third process for baking the reaction product of the titanium alkoxide and the polycarboxylic acid.
