PROBLEM TO BE SOLVED: To provide an inexpensive anchor hole forming tool, an anchor hole forming method using the tool, and an anchor mounting method not only dispensing with complete elimination of a hole forming member in forming an anchor hole but also allowing the hole forming member to be left as it is in a concrete structure, and moreover firmly mounting an anchor. SOLUTION: The anchor hole forming tool is provided with a shape holding member 1 for holding predetermined volume and shape to form the anchor hole for mounting the anchor, in the concrete structure, and the hole forming member 2 mountable fitted to the outer periphery of the shape holding member 1, wherein the hole forming member 2 is composed of a fiber structure. Further, the anchor hole forming method is provided for forming the anchor hole in the concrete structure using the tool, and the anchor mounting method is provided for mounting the anchor to the concrete structure using the tool.
