[PROBLEMS] To provide a method for measuring the dielectric constant, tan d, and the frequency characteristic of a dielectric material in the form of a transmission line actually used at high frequency with high accuracy. [MEANS FOR SOLVING PROBLEMS] A measuring tool (1) having an unknown electric characteristic per unit length and provided with a transmission line formed on a dielectric substrate (2) and composed of a signal conductor (3) and a grounding conductor (4) is prepared. The signal conductor (3) is short-circuited to the grounding conductor (4), and the reflection coefficient S<SUB>11</SUB> is measured at least at four points along the length of the transmission line. The characteristic (transfer rate a and phase constant ß) of the transmission line is calculated from the measured values in the short-circuited state, and the dielectric constant and tan d of the transmission line material are calculated from the characteristic and physical dimension of the transmission line.
