PROBLEM TO BE SOLVED: To provide a washer having a function superior in lubricating property at the beginning of fastening and without looseness at the completion of the fastening when various components are fastened with bolts and nuts. SOLUTION: The washer is manufactured by punching a precoated steel sheet, and fluorocarbon resin particles 13 having lubricating effects are dispersed in a coating film 12. The resin particles 13 have bigger diameters than the film thickness of the coating film 12, and therefore, the particles 13 are protruded from the coating film 12. A fastening component (counterpart material 15) slides on the stuck out portions of the resin particles 13, so that a superior lubricating property is displayed. At the completion of fastening, a counterpart material 15 directly contacts with the coating film 12 having no lubricating property, so that a fastened state without looseness is maintained.
