PROBLEM TO BE SOLVED: To provide a method and apparatus for monitoring displacement that occurs in a rail of a railroad line and measuring the amount of displacement. SOLUTION: A hydrographic displacement measuring apparatus is used together with well-known laser displacement measuring instruments. The hydrographic displacement measuring apparatus is disposed so as to extend along a zone in which to measure displacement of a rail of a railroad line. Displacement-measuring-point reservoirs of the hydrographic displacement measuring apparatus and the laser displacement measuring instruments are opposed to each other with respect to a plurality of displacement-measuring points set in the zone in which to measure displacement of the rail, respectively. Each of the laser displacement measuring instruments respectively opposed to the displacement-measuring points radiates laser light toward a laser target and receives reflection of the laser light. Thus, a rail deviation from a straight line is measured in accordance with a time difference in the reflected light; at the same time, displacement of ground serving as a basis for the railroad line is also measured.
