PROBLEM TO BE SOLVED: To solve problems of an electrolytic capacitor having a sealing plate using a rubber-laminated paper phenol insulating plate, wherein the sealing plate is formed by integrally laminating and adhering the ionic substance-blocking resin film on an inner surface of the insulating plate of the sealing plate, forming in a shape of the sealing plate by punching, and providing a through hole for an external terminal by drilling or the like, and a processed surface of the paper phenol of a side surface of the sealing plate and an inner surface of the through hole for an external terminal remains exposed to cause defect of outflow of impurities such as chlorine from there, in other case where a rubber molding is provided on surfaces of an inner surface and a side surface of the insulating plate of the sealing plate, especially at a high temperature, a plasticizer and an antiaging agent contained in the rubber molding are liable to elute in an electrolytic solution and the rubber molding has a drawback in high temperature solvent resistance. SOLUTION: The electrolytic capacitor includes a fluororesin coating 8 on at least the side surface of the sealing plate and the inner surface of the through hole. Therefore, erosion of the surface by the electrolyte can be prevented even at a high temperature, and the chlorine can be prevented from flowing out from the sealing plate to an inside of the capacitor.
