PROBLEM TO BE SOLVED: To provide a fuel injection control device and a fuel-injection system using it which can reduce as much as possible the time involved in ending the learning of a single-stage injection amount and a two-stage injection amount in a pressurized area, and which can improve learning precision. SOLUTION: The pressure regions for learning an infinitesimal injection amount of a fuel injection valve is constituted of a plurality of pressure regions (Pn, Pn+1, Pn+2, Pn+3, etc.,) from the high-pressure side, and the fuel injection valve performs multi-stage injection before main injection. When there is a region where learning of the single-stage injection amount has ended but learning of the two-stage injection amount has not yet ended from the high pressure side to the low pressure side, processing is not shifted to another pressure regions, and the learning of the two-stage injection amount is selected which is in the same pressure region as the one where the learning of the single-stage injection amount has ended. When there is not a region where the learning of the single-stage injection amount has ended but learning of the two-stage injection amount has not yet ended, the learning of the single-stage injection amount is selected which is in the pressure region where the learning of the single-stage injection amount has not yet ended.
