PROBLEM TO BE SOLVED: To provide an optical modulator capable of suppressing an influence affected by a residual inductance of a lead line used for the optical modulator while deflection is suppressed and expanding an operation frequency. SOLUTION: The optical modulator includes a dielectric 103, the electric lead line 101 formed so as to penetrate the dielectric 103, an electrode 106 formed so as to enclose the dielectric 103 and an electrode 102 formed so as to enclose the electric lead line 101 and provided between the electric lead line 101 and the dielectric 103.
